To submit a product registration or reregistration application under Antigua and Barbuda’s Pesticides and Toxic Chemicals Act (2008) and Registration, Licensing and Permit Regulations (2013), applicants must adhere to these main requirements:

  1. Application Submission: Applications for registration or reregistration must be submitted physically or electronically to the Pesticides and Toxic Chemicals Control Board via the Registrar of Pesticides and Toxic Chemicals. It should include a comprehensive set of details outlined in Annex 1 of the 2013 Regulations, such as product trade name, active ingredients, safety information, and storage conditions.

  1. Content of Application: The application must provide specific information:
  • Trade name, common, and chemical names of active ingredients
  • Toxicity data, proposed uses, efficacy data relevant to Antigua’s climate, first aid procedures, labels, disposal methods, and a certificate of registration from the product’s country of origin if applicable and any other information as requested in the application form.

  1. Fees: Applications must include a fee as specified:
  • Application for registration or renewal of registration of a pesticide formulation or active ingredient already registered in a member country of the Coordinating Group of Pesticides Control Boards of the Caribbean (CGPC): $510.00
  • Application for registration of a pesticide formulation or active ingredient that has not been previously registered in a CGPC member country: ($1510.00).

  1. Public Consultation: The Board may solicit public input on the product’s efficacy and potential risks.

  1. Timeframe for Approval: The Board typically has 120 days to review the application. This period may be extended if additional information is required from the applicant.

  1. Approval, Limitation, and Renewal: If approved, the product is registered for specific uses, such as agriculture or public health. Registrations are valid for three years and require renewal. Amendments or cancellations can occur if product data changes or if the initial registration was obtained through misleading information.

  1. Record-Keeping: Licensed registrants must maintain records and periodically report as prescribed, with details about quantities, storage, and distribution. These records should be available to the Board upon request.

This framework ensures safe handling and control of pesticides and toxic chemicals within the country, aligning with public health and environmental standards.

The Board typically has 120 days to review the application. This period may be extended if additional information is required from the applicant.
